When does DSEAR matter to a powder sachet project?

DSEAR matters when a dangerous substance is present or liable to be present and could create fire, explosion or similar risk. The employer must assess and eliminate or reduce that risk so far as is reasonably practicable. Whether a particular powder and process create that hazard depends on evidence about the material and the real work activity.

Do not assume that every powder is explosive, or that a standard powder filler is suitable for a hazardous area.

Dust control is also a process-quality issue

Even without an explosion hazard, airborne or deposited powder can change bulk density, dose repeatability, seal contamination, sensor reliability, cleaning time and cross-contamination control.

Describe how the powder arrives, is transferred, refilled, agitated, dosed and discharged. A short hand-fed trial may not represent a production hopper repeatedly replenished from bags or a bulk feeder.

Collect material evidence before choosing equipment

Obtain the supplier’s safety data and relevant process information, then describe particle-size distribution, bulk density, moisture, aeration, flowability, tendency to cake, dust release and any known combustion or explosion data. The competent risk assessor may require specialist testing where existing evidence is insufficient.

Product name alone is not enough. Different grades, particle sizes, additives and handling methods can behave differently.

Map every point where dust can be released

Review bag opening, tipping, vacuum transfer, hopper refill, agitation, auger venting, forming tube, seal area, reject handling, extraction discharge and cleaning. Identify both routine and foreseeable non-routine releases, including blockages, damaged film, overfill and maintenance.

Containment or extraction must be designed around the real source and must not destabilise product feed or draw powder into the seal area.

Define the machine and installation boundary

The powder dosing unit, sachet former, electrical controls, sensors, drives, extraction, ductwork, earthing/bonding arrangements, collection equipment and room environment form one risk system. Equipment selection cannot be separated from hazardous-area classification or the site’s protective measures where those are required.

Do not advertise or accept an ATEX or DSEAR suitability claim without documentation for the final approved machine and complete installation.

Plan cleaning and housekeeping as production controls

Define safe isolation, access, approved vacuum or cleaning equipment, waste handling, cleaning verification and release back to production. Avoid methods that simply disperse deposited dust into the room. Separate allergen, contamination and exposure controls from fire/explosion controls while ensuring they work together.

Wear parts, seals, filters, flexible connections and extraction components should be included in the inspection and maintenance plan.

Make the trial represent the production powder feed

  1. Use representative product with its normal storage and temperature history.
  2. Reproduce the intended transfer and hopper-refill method.
  3. Test lowest, normal and highest doses and relevant pack sizes.
  4. Observe dust at fill, seal and discharge points through steady running and refill.
  5. Sample dose and seal performance across time, not only immediately after setup.
  6. Record extraction state, settings, rejects, cleaning and any operator intervention.
  7. Do not use the machinery trial as a substitute for the employer’s competent DSEAR assessment.

Is every food powder an explosion hazard?

No. The answer depends on the material and process evidence. Some dusty and powdered substances can create fire or explosion hazards, so the employer must assess the actual substance and activity.

Can the machine supplier decide the site’s hazardous-area classification?

The classification must come from a competent assessment of the complete workplace, substances and activities. The machinery can then be specified against the documented requirement.

Does extraction always improve powder filling?

Not automatically. Extraction should control the real release source without destabilising the product feed, changing bulk density or drawing powder into the seal path.

Why must hopper refill be included in the trial?

Refill can aerate the powder, release dust, change head pressure and disturb dose consistency. A stable hopper tested only after manual settling may not represent production.

Can compressed air be used to clean powder dust?

Cleaning methods must come from the competent risk assessment and approved procedure. Methods that disperse deposited dust can increase exposure or hazard and should not be improvised.
